If you manage payroll or oversee HR in Singapore, staying on top of CPF changes is part of the job. And 2026 brings a handful of updates that are worth knowing inside out, not just so you stay compliant, but so you can support your people properly and plan ahead with confidence.
Here is a clear, no-jargon breakdown of everything you need to know.
Two key changes came into effect at the start of 2026: updated CPF contribution rates for senior workers and a higher Ordinary Wage (OW) ceiling. Both affect how you calculate monthly payroll, so they deserve your attention early.
The CPF contribution rates for employees aged above 55 to 65 have increased from 1 January 2026, with the goal of strengthening their retirement adequacy. This is part of a longer-term government plan to gradually bring senior workers’ contribution rates closer to those of younger employees.
The updated CPF contribution rates in 2026, applicable to Singapore Citizens and Permanent Residents from their third year of PR status who earn more than S$750 per month, are as follows:
| Age Group | Employer Rate | Employee Rate | Total |
|---|---|---|---|
| 55 and below | 17% | 20% | 37% |
| Above 55 to 60 | 16% | 18% | 34% |
| Above 60 to 65 | 12.5% | 12.5% | 25% |
| Above 65 to 70 | 9% | 7.5% | 16.5% |
| Above 70 | 7.5% | 5% | 12.5% |
For the above 55 to 60 age group, employer contributions have risen from 15.5% to 16%, while employee contributions have increased from 17% to 18%. For the above 60 to 65 bracket, the adjustment follows the same structure. It is worth noting that employees aged 65 to 70 see no change in 2026, with their contribution rates remaining at 16.5%.
For employees in the affected age groups, the additional CPF contributions will be fully allocated to the Retirement Account (RA), up to the Full Retirement Sum (FRS). If an employee has already set aside the FRS in their RA, these contributions will be channelled to their Ordinary Account.
One practical note: new contribution rates apply from the first day of the month after an employee’s 55th, 60th, 65th, or 70th birthday, not on the birthday itself. Keep that in mind when running payroll for employees approaching those milestones.
The CPF Ordinary Wage ceiling has increased from S$7,400 to S$8,000 per month in 2026. This marks the final step in a phased increase that began in September 2023, designed to give both employers and employees time to adjust.
CPF contributions are only payable on Ordinary Wages up to S$8,000 per month, even if an employee earns more. The CPF annual salary ceiling remains at S$102,000 per year, covering both Ordinary Wages and Additional Wages such as bonuses.
This ceiling increase applies to all employees regardless of age, so even if you have no senior workers on your payroll, your CPF calculations will still be affected for higher-earning staff.
CPF contributions are payable to employees who are Singapore Citizens and Singapore Permanent Residents at the current CPF contribution rates. Foreign employees are not covered under CPF.
For PR employees specifically, the first two years of PR status attract lower graduated contribution rates to help both employer and employee adjust to the lower take-home pay. Once an employee reaches their third year of PR status, full CPF contributions, similar to a Singapore Citizen employee, must be paid. Importantly, there are no changes to the graduated contribution rates for first and second-year SPRs.
If you are working towards broader HR goals this year, getting these distinctions right from the outset will save you from costly corrections down the line.
The government has not left employers to absorb the increased costs alone. Two offset schemes are available to help ease the transition.
The CTO provides employers with a transitionary wage offset equivalent to 50% of the increase in employer CPF contribution rates for every Singaporean and Permanent Resident worker they employ aged above 55 to 70. For example, if an employee aged 58 earns S$4,500 a month, the 1.5% increase translates to an additional S$67.50 in employer CPF contributions per month. With the CTO covering half of this increase, the employer would receive an offset of S$33.75 per month for that employee, for a total CTO of S$405 for the year.
The SEC applies to Singaporean workers aged 60 and above who earn up to S$4,000 per month. Offset rates vary by age and salary, with higher support provided for older workers and those earning less. For wages paid between 1 January 2024 and 31 December 2026, employers can receive an offset of up to 7% of an eligible employee’s monthly wages, depending on their age and wage level.
Both schemes are disbursed automatically by IRAS through GIRO or PayNow Corporate, so there is no application required. That said, it is worth tracking the payments and checking them against your records to ensure everything lines up correctly.
The headline numbers are straightforward, but the real work happens in implementation. Here are the key things to get right:
Getting these steps right is not just about ticking compliance boxes. Accurate, on-time CPF contributions directly affect your employees’ retirement savings, and errors can be costly to fix.
Bonuses, commissions, and other additional wages are subject to CPF too, but with their own ceiling. The Additional Wage Ceiling is calculated as S$102,000 minus the total Ordinary Wages subject to CPF for the year. Only wages below this ceiling attract CPF contributions. So if a higher-earning employee’s OW already brings them close to the S$102,000 annual salary ceiling, only a portion of their bonus will attract CPF.
The 2026 changes are manageable, but they do require careful attention to detail, especially if you have a workforce that spans multiple age groups or a mix of Singapore Citizens and PRs at different stages of their status.
